Red Cross Assists Hamas in Search for Remains of Captives in Gaza

The International Committee of the Red Cross (ICRC) stated that its personnel accompanied members of Hamas into zones of Gaza currently controlled by IDF authority to facilitate the search for the bodies of individuals held captive.

Truce Agreements and Hostage Remains Return

Under the US-brokered ceasefire, which took effect on 10 October, Hamas is obligated to hand over the remains of all Israeli hostages promptly. As a reciprocal measure, the Israeli government has consented to transfer 15 Palestinian bodies for each Israeli.

The organization has to date returned the remains of 15 of those held captive but none in the last five days, as a portion of those bodies are thought to be in areas past the yellow line marking the temporary truce line.

Red Cross Role as Neutral Intermediary

“At the request of the parties, the Red Cross joined a party to the conflict as the group looked for the bodies of the deceased beyond the IDF-designated ‘yellow line’,” said a spokesperson for the organization.

The spokesperson continued: “Those involved to the hostilities determined the procedures of the mission and delegated the ICRC to act as a neutral intermediary. We was not involved in the discussions.”

She additionally clarified: “Our team was did not participate in the search for the deceased nor does it take part in the physical recovery of human remains.”

Global Humanitarian Law and Duties

According to international humanitarian law, it is the duty of the parties involved in a conflict to search for, gather, and retrieve human remains.

US Ultimatum and Local Search Efforts

Recently, the American leader delivered a two-day demand to the organization. “Hamas is going to have to start returning the remains of the deceased hostages, including American citizens, promptly, or the other countries participating in this great peace will take action,” he wrote on his online channel.

As the two-day window approached, the group, accompanied by the ICRC, joined Egyptian teams, who were authorised by Israeli authorities to search for bodies past the line marking the Israeli military’s pullback inside Gaza. An official representative said the Egyptian team would use heavy machinery and trucks in the search.

Authoritative Confirmation and Press Reports

The news was supported by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been allowed to access areas of the region under military authority to search for the bodies of hostages, alongside Egyptian and Red Cross personnel.

“To achieve this goal, representatives were allowed to cross the yellow line,” the official was cited as stating.

Footage published by a regional network seemed to show members of a specialized group – part of the group’s armed faction tasked with holding hostages – escorting a Red Cross vehicle in a coastal area close to Rafah, which lies outside IDF jurisdiction.

Difficulties in Finding Captive Bodies

The search for the remains of Israeli hostages has turned into one of the most sensitive matters in the truce reached between the two sides. However, the effort to find the bodies has proved challenging from the outset, given the presence of an estimated 60m tonnes of debris across the strip, where, as per health officials, at least 10,000 Palestinians are recorded as missing, trapped under the debris.

Diverging Statements on Body Location

The group has stated it does not know the exact locations of all the bodies, saying it has been unable to communicate with several of its teams that had been holding the hostages and were allegedly eliminated during Israeli bombardments.

In contrast, an official representative asserted that the organization knew the locations of the bodies. “Should the group exerted greater effort, they would be able to retrieve the remains of our hostages,” the spokesperson said.

US Stance and Disarmament Talks

While the US president has conceded that a portion of the remains are hard to reach, he said that “the rest they can return immediately and, for unknown reasons, they are failing to do so.”

“It may have to do with the disarming of Hamas,” he noted.

Washington has said it has obtained guarantees from Hamas that the group will surrender its arms, though no specific schedule has been set. They remains hesitant to give up its arms without solid guarantees about the future of its fighters.
